In September 1931, Japanese troops clashed with Chinese troops at Mukden in Manchuria. The matter was brought before the League of Nations which, on October 17, invoked the Kellog-Briand Peace Pact. Kirby suggests that this may be a hopeful sign, but Japanese intransigence and the reluctance of the Great Powers to take a forceful stand led to the failure of the peace process.
